Declaración de la Sociedad Cubana de Neurología y Neurocirugía

La Sociedad Cubana de Neurología y Neurocirugía siempre ha estado dispuesta y participa, como parte de la comunidad internacional de neurólogos, neurocirujanos y otras especialidades afines, en mostrar sus resultados de trabajo, intercambiar ideas y aportar conocimientos, cuyo resultado final es el desarrollo de las neurociencias en el mundo.

Como se ha ido informando por diferentes medios, el gobierno estadounidense ha notificado a las autoridades cubanas la presunta ocurrencia de «ataques acústicos» contra algunos funcionarios de su sede diplomática en La Habana. Entre los síntomas que se han reportado están la cefalea, vértigo, trastornos del equilibrio, alteraciones de la memoria y conmoción cerebral, lo que motivó a que varios neurólogos formaran parte del Comité de Expertos cubanos que investigó estos reportes.

Este Comité de Expertos incorporó a otras especialidades médicas y técnicas. A partir de que el nivel sonoro no alcanzó ni siquiera los 80 decibeles y ningún paciente reportó la afectación temporal de conciencia, se concluyó categóricamente que no es posible que haya existido algún afectado con conmoción cerebral. También concluimos que ninguna fuente sonora pudo provocar dichas afectaciones de salud y dada las características de los hechos, es probable que algunos de los diplomáticos y sus familiares pudieron haber tenido el resto de los síntomas descritos como resultado de otras afecciones médicas, pero ninguna causa única puede explicar la sintomatología de todos los casos reportados.

Teniendo en cuenta esta situación, con gran modestia, queremos expresarles nuestra preocupación científica de que se utilicen pretextos como este, para adoptar decisiones políticas que intenten afectar las relaciones entre profesionales de la ciencia. Es importante que conozcan que todo el tiempo hemos estado dispuesto a atender a esos pacientes, a investigar de conjunto todo lo que ha sucedido, pero las autoridades estadounidenses no han permitido una cooperación científica y la información médica es muy escasa e imprecisa.

La ciencia debe proyectarse en encontrar la solución a los problemas a través del método científico, es por ello que las ideas, opiniones, sugerencias y acciones que puedan realizarse serían de gran ayuda para esclarecer la etiología y el diagnóstico real de las personas afectadas, y así salvaguardar el intercambio académico entre nuestras sociedades y científicos.

The Cuban Society of Neurology and Neurosurgery has always been willing and will continue to, as part of the international community of neurologists, neurosurgeons and other related disciplines, show their work results, exchange ideas and contribute knowledge, whose final result is the development of neurosciences in the world.

As has been reported by different media outlets, the US government has notified to the Cuban authorities of the alleged occurrence of «acoustic attacks» against some officials of its embassy in Havana. Among the symptoms that have been reported are: headache, vertigo, balance disorders, memory disorders and brain concussion, which motivated several neurologists to be part of the Committee of Cuban Experts that investigated these reports.

This Experts Committee comprised other medical and technical disciplines. Taking into account that the sound levels did not even reached 80dB and none of the patients reported temporal loss of consciousness, it was categorically concluded that it is not possible for any of the affected to have suffered a head concussion. We also concluded that no sound source could provoke such health problems. It is likely some of the diplomats and their family members might have had the rests of the symptoms described as a result of other medical conditions, but none of the causes can explain the group of symptoms in all the reported cases.

Factoring in this situation, with modesty, we want to express our scientific concern regarding the use of such pretexts to adopt political decisions in an attempt to affect relations among science professional. It is important people know we have been, at all times, willing to assist those patients and jointly research everything that has happened, but the American authorities have not allowed a scientific cooperation and medical information is scarce and vague.

Science must lay plans to find solutions to problems through scientific methods. Therefore, those ideas, opinions, suggestions and actions that can be done would be of great help to clarify the etiology and real diagnosis of the affected people, thus protecting the academic exchange between our societies and scientists.
